Actually, the downward spiral really accelerated under the Republican Congress which was elected in 1994. It seems to me that the Republicans cannot take credit for reducing expenditures without at the same time taking responsibility for reducing military expenditures. Reagan liked to take credit for building up the defense but I remember that those expenses were voted in by a Democratic Congress. I also remember those were years of big deficits. - $200 billion deficits as far as the eye can see - Remember the rhetoric.
