Cross licenses are contracts. When the contracting parties are in agreement that they wish to terminate the contract, they can do so in the 30 seconds it takes to sign a letter saying so.

If cross licensing turns out to open these companies up to blackmail, instead of simplifying their legal lives, the entire structure of cross licenses currently in place in the memory industry could be eliminated in 15 minutes.

You've already seen some of the major players preparing for such a move.
