If you average over the entire life of the program, and the program gets killed off in the relatively near future, then the average return will easily be positive. As you are aware, the return is not your reward for financing an successful entrepreneur in a productive enterprise, but is either the result of theft from future taxpayers or a stack of funny money straight from the Treasury's printing press.
