Found this quote from Street.com on the normal build size this time of the year.

Taken in this context I'm truly surprised people are so complacent about the energy situation...

Tyler Dann, analyst at Banc of America Securities, noted that the drop in crude oil stock levels was completely the opposite of the consensus forecast of a 2.3 million-barrel build-up, and even further from the typical seasonal build-up of 6.3 million barrels. Just a few weeks before the winter season begins, crude oil inventories are more than 11% lower than normal seasonal levels
