Can't say. But anyone who is effective in such endeavors limits his agenda from year to year. Maybe he just hadn't gotten around to them.........

Governor George W. Bush advocated vouchers for religious and private schools during his State of the State address in January 99. For several years, voucher proponents have been pushing for vouchers for the state of Texas. With Governor Bush's announcement and strong backing, he has made it a top priority of his administration.

Three voucher related bills were introduced (HB 709, HB 171, HB 99) and not passed.
