What happened when the appointee was convicted? Was he given some cushy legal work and a slush fund? Or was he removed? No CEO can completely guaranty the actions of every appointee. JLA

In any administration or community there will be people who violate the law or ethics of their position. The principal cannot absolutely stop that. What he can do, as Bush did, is prosecute them once discovered.
