Brian, for the moment accept SIA www semiconductor shipments as a proxy for SEMI equipment orders. Now accept AMAT as proxy for SEMI equipment stocks. Here's the relationship since 1990...

Notice how AMAT dropped in 1990 while ww shipments of semiconductors continued straight up. Since price is on a log scale, you can visually compare 1990 with 2000.

Maybe there was something else going on in 1990?
