I don't know exactly where you're coming from on this one. I think you're angry more than anything else.

Gore has confessed to lighting up some joints when he was a young man. He has been candid with the American people in admitting he smoked some dope when he had long hair. Nobody gave a crap.

Bush, however, has said "no comment" when asked whether he drank too much or used soft or hard drugs in his 20s. He has not been candid with the American people. Therefore, people have to logically ask what else has he done and not reported?

You ask: "Under what circumstances should Bush have 'come clean' on this?"

When you run for president of the United States, it is generally wise to "come clean" on past DUI convictions and such, especially when there's a paper trail. That's a no-brainer.
