Well, by keeping it secret, and asking those who knew about it to keep it secret.

In what way is he "blaming Democrats
He keeps trying to raise questions about "who" leaked the information, when it was obvious that it was a Maine TV crew and that the Democrats were even more surprised than Bush. After all, he had his contrition speech ready within an hour.
