GV - I think you are referring to a Gartner study about NT penetration in the enterprise. In 1997 and early 1998, NT had been predicted to "move up the food chain" in enterprise applications, taking share primarily from IBM and HP, but that did not happen - SUNW took much of that business. However, NT grew strongly in the lower end of the business, at the expense of Novell and SCO.

So if the point was that NT lost share in the high end, or more accurately failed to make predicted gains, I agree. That was a big part of the reason for the "DataCenter" program - MSFT needed a complete offering including services, not just a "shrink-wrapped" product.
