Buildout information has always been available at:
level3.com

To quote a section:
The entire 16,000 miles are either completed or under construction. Approximately 15,200 miles have already been completed with the entire network scheduled to be complete in the 4th quarter, 2000, one full quarter ahead of the originally-stated schedule. Construction of the U.S. intercity network is being managed by Peter Kiewit Sons, Inc. (PKS). Construction of the intercity network began upon signing of the contract in the second quarter of 1998.

Note: I'm not here to hype this stock. I'm only disputing inaccurate information by you know who. You know who is harping on a 24 mile segment that, in his mind, took longer than he would expect. However, that's 24 miles out of 16,000 in the US.

Hope this helps.
