If that dialogue even took place, it sounds like a typical politician's open-ended answer that you might hear a hundred times a week. It wasn't a "yes," but it sure wasn't anything approaching a denial, and begged for a follow-up question if the reporter wanted a more specific answer. Like, "Does that mean, 'yes'? Duh.
