But otherwise your analysis is excellent and quite plausible.

Toss-up: AR-6, DE-3, FL-25, IA-7, ME-4, MI-18, MN-10, NH-4, NM-5, OR-7, PA-23, TN-11, WA-11, & WI-11 for 145 electoral votes.

Now, I'll put my feet to the fire. In the above, I would nearly automatically give: AR, IA, NM,OR and TN to Bush for 36 more electoral votes.

I will give MI,FL and WI to Gore...54 votes

That leave 55 votes of which Gore needs 48 and Bush needs 9.

Toss-up: DE-3, ME-4, MN-10, NH-4, PA-23, WA-11, for 55 electoral votes.

Gore needs PA AND WA AND MN AND at least ME or NH to go over the top...a very difficult set of tasks.

By the way, if Gore were to get PA, WA, MN and DE , then it would be 269 to 269. Not likely, but possible.
