TV has antialiasing which makes a big difference. If you look at a game with Voodoo 5 at 4x FSAA at 640x 480, it looks pretty good too.

Welcome to the wonders of analog anti-aliasing ;)

Ever try reading a document on a PS2? It's completely awful unless the font size is really big. Blurry images (and low resolutions) are ok for games, but really don't make for good still-image (esp text) quality.

That said, there are some really sweet TV monitors out there - with 4x the resolution and about double the refresh rate [compared to normal TVs]. And that's discounting plasma, TFTs etc.
