That's true. But if the theoretical possible framerate is above the monitor refresh rate (i.e. 100 or 120 Hz) there's no point in having a higher framerate because all frames can't be displayed anyway. I don't know what the minimal framerate is at 640x480 e.g. with a 1.2 GHz Thunderbird but if it's above the monitor refresh rate a P4 wouldn't give any advantage.
