Have you tried booting the computer and then immediately doing a reboot ? If the error still shows up what programs are you running in your start-up ? And of course the dreaded question 'What did you do just before this problem started ?'

(Note I know that windows has at least 3 places to store programs the it automatically runs I'm off looking for a reference that names them. I use a program called 'System mechanic' but there should be a reference out there somewhere. What's my point ? If scanreg was happy now then some program is playing with your regestry. Seat of the pants feeling is that said program is creating a reference to a file that is being deleted upon shutdown/before reboot and the when reboot occurs windows is unhappy so we just have to check to see what kind of programs are being automatically run..)
