Upon further testing, the Zip Disks will eject normally on shutdown except when being used to start up the computer with Norton Rescue. Ejecting promptly after restarting the machine does the trick. I'm guessing that the Norton Rescue does not have the necessary information to tell the Zip Drive to eject.
