What I find suspect is that the State of Florida was ready to piss away nearly 22 m..m...million dollars in health care to the poor until Legal Services filed suit to stop them...And your skeptical of THEIR actions? Whose actions are really at issue here? If the actions of Jeb Bush are not hard-hearted what are they then?
