The implication is that he is going to what he can to greatly decrease the use of the internal combustion engine since it is, in his own words, "a mortal threat". I agree that he will not outlaw it. However, I envision him making it economically prohibitive for many out there ($5-/gallon or more gas tax) to continue their present lifestyle. The people hardest hit will be those of lower income, the ones that Gore supposedly is out there "fighting for." Hypocrisy at its best.
