Good questions, although, It seems like your assuming evolution as the answer in the questions themselves. Does that not prejudice the outcome? Maybe things look like they are designed because they are?

Why didn't their obvious intelligence develop exponentially like ours
Blue Jays seem to be doing fine with the amount of intelligence they have. Where is the pressure to select for greater intelligence?
