Tom, I do not disagree with the sentiment about that polluting boat, but the problem is whether taxation is the right tool to bring about the desired change? Developing countries have a huge problem of overpopulation, would you recommend onerous taxation on any child above, let say two per family, as the way to solve it? Don't you think that straight "propaganda" (advertising and education) would achieve faster the desired goal? Who decides what are "desired goals". Bush think that drilling for oil in pristine Alaska is "desirable". I for one think that converting coal to, let say clean cell methanol for fuel cell "combustion" is much more desirable.

Hey, they are using here the taxation tool to minimize cigarettes smoking, not with much success, I would say...
