It's an old political-science story. (I'll give you the short version):

There once was a soon-to-be disposed dictator, who said to his soon-to-be victorious captor, "I've run this country for years. If you let me live, I'll give you the secret to my success in 2 envelopes." The revolutionary thought this was a good deal, and so he let his old enemy go.

Well, as nothing much had changed, soon enough there was more rioting. But this didn't upset the new dictator greatly. After all, he had the 2 envelopes! And so, just at the last possible moment, he rips opened the first one, which says, "Blame everything on me."

With nothing to lose, he goes on national TV and says, "I know exactly what's wrong. Just give me more time and I'll fix everything. After all, we all know its all the old dictator's fault."

And sure enough, the rioting stops. And boy, is the maximum leader overjoyed. Not only is he still in charge, but he's got one more envelope!

But as is to be expected, in a few years another revolt breaks out. This time the dictator is not concerned in the slightest. After all, there's the back-up envelope. And so, just as the new revolutionaries storm his palace, he rips open the last envelop, which simply says "start writing out 2 envelopes."
