Selectric, Perhaps it is their "bosses" who are trying to socialize medicine, along with everything else they can get their hands on, that want the money to be stolen, but I believe that the problem with the civil servant contingent of that program, is that they just don't give a damn. Their apathy is so deeply ingrained, that it makes no difference to them, and might "make waves" it they turned a finger.
