Setting standards should not be confused with regulation. Higher standards, while possibly be perceived as an annoyance by unions, can only benefit the student.

Why is it that parochial schools do a better job than public schools at a lower cost? It has little to do with religion. Parents pay for results.

On federal regulation... If states want federal dollars, they should be subject to federal regulation. I am fine to leave education a state issue, as you suggest by giving states the right to oversight. It is the dems that make education a federal (instead of state) issue.
