If you could remember more about where you saw the article I'd like to search for it. It's quite beyond me why some state (at least 10) are doing a bang up job but, the majority are clearly screwing-up.

Of course in the state of Texas if the legislature doesn't bother to meet, they can't spend the money.

In the state of Wisconsin, Tommy Thompson is busy shelling out big money to a conservative povery-pimp think tank advising him on welfare reform. Somehow they've all missed the fact that they have a huge chunk of Food Stamp dollars they can use to support people making the transition from welfare to work...so go figure.

I doubt that all of this can be laid at the door of the Clinton Administration.
