In Texas at least, the only records which can be sealed are for juvenile offenses. At age 30 Bush was juvenile in actions only. I don't know what expunged means in Maine since the records were still on file as public documents.

Actually Bush was apparently willing to be on a jury, for the great publicity, until his handlers discovered that he was being assigned to a DWI case and that potential jurors would be questioned about their drinking habits. They then used his position as governor to be pulled from duty.
