POWELL, U.S. Army Retired Exclusive to the New Hampshire Sunday News WHEN HE RETURNED from a failed summit with Mikhail Gorbachev, Ronald Reagan spoke directly to the American people. He wanted to explain in simple terms the profound reasons why he had refused to sign an arms agreement offered by the Soviets. “There are two things I will never compromise,” Reagan told the nation, “our freedom and our future.” Throughout my years of public service, I have seen many examples of leadership. But Ronald Reagan’s words after the failed Reykjavik summit still inspire me. Here was a man who knew when to march forward and when to walk away. He shouldered the blame and shared the credit. And he was high-minded and clear-eyed even regardless of the situation. This is character. This is leadership. In the turbulent seas of politics, a leader must have an anchor. He must know what he believes and who he is. He must know what is flexible, what is firm, and he must know the difference. Ronald Reagan was such a leader. And so is Texas Governor George W. Bush. That is why I am so convinced he is the right man to lead America. First, Governor Bush knows what he believes. Ronald Reagan’s success in politics was based largely on his deep commitment to core values. “There is no left or right,” he often said, “only up or down.” Reagan knew the road leading to the future was one based on basic principles like free markets, free trade, and a strong national defense. Governor Bush also has a set of principles that guide him. He knows that the first responsibility of the President is to be the commander-in-chief of our armed forces. He knows that as commander-in-chief, he will have the responsibility of ensuring our troops are given missions that make sense and equipment that makes a difference. He will ensure that our military is not used unless and until our national interests are at stake. But I also believe Governor Bush will be a leader on other issues important to the American family. He believes, as I do, that the people closest to the problems are those most capable of addressing them. He will promote policies that stand with working families rather than stand in their way. And he will always put his trust in the people, not in the bureaucrats. To help our children, he will improve our schools. He will bring leadership to education by bringing change to our schools. He will encourage a culture of innovation. He will promote character education, charter schools, and reading programs. And he will demand that resources be matched by results. In short, he will give parents a choice, students a chance, and schools a challenge to be the best in the world. To help our working families, Governor Bush will cut taxes. He will bring leadership to our tax code by reducing tax rates for every taxpayer. But more importantly, the lowest-income Americans will get the highest percentage tax cuts under the Bush plan. The Bush plan makes sense because it means dollars for America’s working families. And to help our seniors, Governor Bush will save Social Security and modernize Medicare. He will bring leadership to these vital programs by bringing leaders of both parties together. He will listen to common sense and look for common ground. He will operate from a set of bipartisan principles. On Social Security, no senior will have his or her benefits reduced. And no young person should be denied the opportunity to invest a portion of his or her payroll tax into a voluntary savings account. And on Medicare, he will work to offer seniors more health care options while providing a prescription drug benefit at the same time. Simply put, while others attack people, Governor Bush will attack problems. And that’s good news for seniors who need Social Security and Medicare. But there is another reason why I am so convinced Governor Bush will provide the leadership our nation needs. And that is because I know the kind of person Governor Bush is. I have seen Governor Bush up close and personal in many circumstances. In press conferences, I have seen him give tough answers. In policy meetings, I have watched him ask even tougher questions. He is a man thoroughly comfortable in his own skin, and thoroughly capable of leading the world’s superpower. Governor Bush knows who he is. In short, he will make a good President because he is a good man. A gentle, kind, and fair man. This is evidenced by the fact that Governor Bush has publicly and repeatedly said that his most important job is that of being a father. He is not a saber-rattler, he is a steady hand. And that is why I believe this is the man to lead America. He knows what he believes. And he knows who he is. The American people can trust Governor Bush because he trusts them. It is sometimes said that two kinds of people run for President. Those who want to be something and those who want to do something. Governor Bush is running to do something for our children, for our families, and for our seniors. As President, George W. Bush will do things right. More importantly, he will do the right thing.
