Can anybody explain why homeless in Wisconsin are being paid in cigarettes to cast "absentee" ballots, while many US military personnel serving on dangerous foreign soil have not received their absentee ballots, and might not get them at all in time to vote? Is anybody outraged? Does anybody care? Are the stories true?
