There was an earlier exchange regarding the cuts in Medicare reimbursements and the resulting shifting of charges to private payors. You cited two exceptions where cuts may have been rescinded, probably where there were few alternate providers. I think my argument was that the cuts in Medicare result in higher charges to other payors. It's been quite a while since I looked at the specifics but I recall seeing regulations requiring providers to charge higher fees to other payors such as guaranteeing Medicare a 17 percent discount for some services.
