That doesn't matter.

My remark was in response to your statement that the Japanese didn't invest in tech.

You make some good points about their need to create incentives. Such issues are in fact a focus of study in Japan. Just as Americans tried to learn about the JIT system and so on when Japan became an economic superpower in the 80s, now the Japanese are trying to learn from the Americans.
