You consider an understanding of the causes of conflict unimportant in determining the response? Bush is an idiot. Absolutly not. But I question your definition of intelligence. I'm afraid Gore is doomed to perpetually "forget the question." Where do you think Bush got these advisers from? I especially recommend reading the Goldsmith speech. Gore just doesn't have people of this caliber. It's not luck.
