People say a stock has really bottomed when,
after going way down, it releases bad news and doesn't go
down any further or actually trades up on bad news.
So what does it mean when a company releases great news
and its stock doesn't go up, or actually trades down?

it's means the news is already priced and/or the news is not good enough and/or forward prospects are not as good as they have been. You have to remember that even with these numbers CSCO's is valued high. Cap-Ex spending is the key. I would think the move to VoIP is not about to slow as other Cap-Ex spending might be.
