No that is not what I mean. If the both candidates do not get the required number of electoral votes, I think that number is 270, then it is a tie. Ties are decided by the House of Representatives, but there is a twist. The House does not have to honor the current slate of candidates. They could elect Nader, Browne, Lieberman, Cheney or anyone else they want for President. Under the special rules, each state is allowed one vote. This is in contrast to the Electoral College where states have different votes according to their population.
