Seismic-- the only 'spin' I heard was that Cisco did infer that the Telcos are strapped for capital ( read expansion -read buying from NT, CSCO, etc) over the short term and because the junk bond is tightening- they cant go to the market for cash and so their expansions are based on their own ability to either cut costs ( they are down to the bone) generate cash flow ( more subscribers??), or get the suppliers ( NT etc,,) to finance their expansion.

CSCO spin is negative because of perceived inventory build up. But we knew the analysts would find something.
Note the comments on telcom capex for next year in the last para of this:

Wont make any difference today but NT LT looks OK. Note also that Poxon on SH expects a retest of the lows shortly before another move up.
