RE:"How is Bush going to address issues "on the local level" if he is elected President, a National office?" The federal gov. allocates money to state and local education. Gore wants to pinpoint the money as he sees fit. Bush wants to let the local educational system have more control of what they do with the money with certain guidelines...like mandatory testing so that progress can be monitored and weaknesses nipped in the bud quickly rather than waiting 4 years and finding out after it's too late...
