Skeets, The govt. was not sitting on the money. It was spending it like a zero interest loan, which is what I mentioned in my first note. That is one of two reasons for the problem.

The other problem is also an obvious one. It is a regressive tax in that there is a top income after which no taxes are collected. So the Steve Forbes and Bill Gates you talked about pay the same rate as some Dilbert at a big co. That is just nutso.
