Instinctively the law made little sense to me other than as you intone to send a message. Instinct also tells me those types of perpetrators will not hear it. Our courts have always had a certain leeway as to the severity of the punishment meted out. Where crimes have been particularly vile, they were more hashly dealt with up to the limit of the law. I note the new law allows fines of up to $100,000. that's a hoot, not many worth 100K will commit and the others won't have it.

Not being familiar with the lynch law, I can't comment, though I was aware one existed.

Contrary to you view, rarely are laws removed from the books once enacted. All across the country you will find laws such as "It is illegal to gallop your horse down main street between the hours of 11pm to 5am" still on the books.

It's grating as we all know the bruha over this is primarily for political gain. Rambi said it best.
