Perot did not deny Bush the victory in 92. I made a long post on that and in fact analyzed that election state by state.

Back in '92, Perot's wrath was strongest against Bush. His people in fact leaned to Clinton when Perot withdrew temporarily.

Moreover, 2/3 of Perot's voters did not vote in '88 and in '96. Had he not run, the vast majority of them would have stayed home. Bush would have had to get over 60% of the TOTAL '92 Perot vote to have beaten Clinton...an impossibility.
