No Mo Mo: Frankly, those list are already in place for most areas. Look at your grocery receipt the next time you go grocery shopping. The items have already been categorized by your state and local governments.

A bench mark has already been established for the Federal Government to follow. Some tweaking would be needed obviously, but it is not undoable as you suggest. As the state and local governments have already done it.

Of course, this will never happen...as the Federal Government will loose to much control over our lives...IMO.

However, if all the revenue for the Federal Govt. depended on that list, a holy war of lobbying would break out over how to define luxury and necessity.
