Texas used to rent prison space to other states. Then somebody had the bright idea to make a training video about quelling riots. In a low/medium security prison the guards went into the break room and began spraying pepper and released dogs. The prisoners hadn't been rioting, but they couldn't find a good riot for the film. And of course they filmed it, and predictably the film got out to news organizations. The news showed the best parts of screaming prisoners getting bitten by dogs with this prison narrator pointing out interesting events. The ensuing protest caused the states which were renting prison space to pull their prisoners back. TP
