Really?
You haven't read about the scandals in the Los Angeles and New York police depts where police have reported other police have falsified evidence? And this is just the tip as most will stick together and NOT tell on each other.

Thousands of cases thrown out and people released because falsified evidence means case has to be retried, etc etc.
I heard a discussion in a hospital cafeteria once among some police: they were saying how they'd "planted" evidence to be sure the person was convicted because they "knew" he was the "criminal type".

You see, it wasn't prison inmates at all. Many people in jail are being held in lieu of bail, awaiting trial, and are presumed innocent until proven guilty.
