Some states require their electors to vote the way the state went, imposing fines and even jail terms if they don't. Others have no policy.

IF Gore holds the pop vote lead AND this thing in FL drags out in the courts or is not resolved to his campaign's satisfaction, look for lobbying in some of those states that Bush won to convince those electors to switch.

Note: Last week, when it looked like Gore could win the elec vote but lose the pop vote, Bush staffers were intimating a similar strategy.

If the pres elect were to be unable to serve, the vp elect would become president(20th amendment)
