Lieberman ran for Senator in Conn. If Gore is elected he will have to resign the Senate and the Republican Governor of Conn. will get to appoint a Republican, thus breaking the tie. Looks like running for both offices backfired.

I don't think "gridlock" is a very optimistic word for it. I would choose to call it "nonexistence of yes-men mindset dominance".
