There is a left hand and a right hand page in the open ballot book. The first person on the ballot (Bush) is listed on the left hand page. The second person listed (Buchannon) is on the right hand page. The third person listed (Gore) is on the left hand page. Voting is by a punch card. The first hole to punch is Bush, the second Buchannon, the third Gore. You have to be careful when you vote using this system.

In Chicago the ruling party has solved the problem of having the homeless vote for them (and screwing up or screwing them over) by preparing the punch cards ahead of time. The voter takes the prepared card into the voting booth, sticks the blank card he was given at the polls in his pocket, turns in the prepared card as his vote. He gets paid when he hands over the blank card to his handler. One beauty of the system is that a new supply of cards is provided without having to keep stealing them.
