Overseas absentee ballots do indeed have to be postmarked on or before election day but they are allowed 10 days to get there under Florida law. This does not seem unreasonable to me.

They are expecting them back so they must have gotten to the military people. That was last week when they hadn't received them so I would guess after it was reported something would have been done.
