Weeks after the November balloting, the members of the Electoral College
get together in each state on Dec. 18 and conduct the real election for
president and vice president. The National Archives and other designated
officials receive those electoral votes, and Congress officially counts them
on Jan. 6.

Any last-minute effort to get individual electors to change a vote from
Bush to Gore is highly unlikely. First of all, Gore's campaign chairman,
former Commerce Secretary William Daley, said Wednesday that the vice
president attempted to concede the election in the early morning hours when
the major television networks called the Florida election for Bush. Gore
actually conceded to Bush in a telephone call.

In other words, Gore was attempting to honor the result of the probable
electoral balloting, even though it did not reflect the changing popular
vote.
