Ultimately a Congressional committee may decide this one but it won't come to that unless one of the candidates forces the issue.

You better believe that either candidate will force the issue if this comes down to a few hundred votes. It's too bad there is no provision for a runoff when it's this close. A runoff would REALLY get voters to the polls.
