I personally would be surprised at a 10K margin on the recount, but I agree with your assessment that there's a problem if the difference is less than 2K. At 2K, you're within a range where the "Buchanan" votes in Palm Beach could swing the whole thing (before accounting for the overseas mail-in ballots and uncounted ballot boxes). Buchanan got 3400+ there, whereas he didn't get more than 1200+/- in any other county. That's a highly unlikely outcome, given the demographics of the electorate in that area.

As for the uncounted ballot box, it should be fairly easy to validate or invalidate that by comparing the total number of ballots against the registration list of voters who actually did vote. Obviously, the vote count in that box would have to be compared with the overall polling numbers for the precinct in order to ensure that they are "consistent" with the other ballots processed (i.e., no ballot stuffing or dumping).
