Florida election officials expect the final results, including most all absentee ballots, to be counted by 5 p.m. Thursday. The exceptions are the overseas ballots, which totaled 2,300 in 1996. Those are heavily military and both sides agree that they are apt to be overwhelmingly pro-Bush. So if Bush has a similar lead of 1,700 or so after that count, it should be a lock. However, some in the state are bracing for a 10-day standoff. That is how long those overseas ballots have to arrive, if they were postmarked Tuesday, and still be counted.

Broward County Supervisor of Elections Jane Carroll, a Democrat, said she believes that any change in the vote total due to the recount will be negligible. And she said Republican incumbent Clay Shaw apparently beat Democratic challenger Elaine Bloom by 637 votes out of 210,000 ballots cast. That tally flip-flopped through the early morning hours, and there still is some uncertainty about the winner.
