In most places, if both sides claim victory, the man with the largest army wins.

In fact, in the US, the last time we had that problem, the solution was the same.

He should and if Bush takes FL by more than 3,500+ I think he will...if less he'll likely rub the countries nose in his popular vote win of 100k. Don't underestimate the Gore zealotry.

Plain and simple the electoral vote winner wins. I have never like the electoral college but that's the constitutional law...
The candidates can claim whatever they like....
I guess you are saying that perhaps lawsuits will be filed and both will claim victory?
This will likely further divide the country, what Gore set out to do all along...
